A problemática da coabitação dos orgãos locais do estado e os orgãos do poder local: conflito, cooperação e estabilidade institucional - o caso do Município da Vila da Manhiça, 1998-2003

Abstract

With the institutionalization of Local Government Bodies (Local Authorities), a new type of relationship is inaugurated in the Mozambican Public Administration: the existence of two distinct powers, in the same space, with close attributions - the Local State Body, (OLE) and the Local Authority, (OPL). This new type of relationship aroused interest in the theme of the present work: The Problem of Cohabitation of Local State Bodies and the Bodies of Local Power: Conflict, Cooperation and Institutional Stability - the case of Vila da Manhiça, 1998-2003. In this work, the main objective is to analyze how the cohabitation between the Administration of the District of Manhiça, (OLE) and the Municipality of Vila da Manhiça, (OPL), influences the Institutional Stability of the Municipality. Considering the institutional analysis and our main theoretical perspectives, the results of the fieldwork partially validate our hypothesis. To the extent that, at the beginning of the Municipality's mandate, there was a conflict between the Municipality and the Administration of the District of Manhiça, due to the dispute over revenues from collections in the markets. Only with the departure of the then Administrator did a cooperative relationship develop, which positively influenced the institutional stability of the Municipality. Thus, we conclude that cohabitation between the Local Authority of the State (District Administration of Manhiça), and the Local Authority, (Municipality of Vila da Manhiça), can generate conflict, but cooperation between these bodies ensures institutional stability in the Municipality .
