Os desafios da arquivística em Moçambique perante as inflexões do aparato estatal: caso dos Ministérios da Agricultura e Desenvolvimento Rural e o do Mar, Águas Interiores e Pescas (1994-2020)

Abstract

The present research aims to study the situation of archives, considering institutional changes and bearing in mind the archival precepts used in gender processes. It has as its empirical universe the ministries of Agriculture and Rural Development and the ministries of the Sea, Inland Waters and Fisheries as institutions whose history leads us to systematic institutional changes. It is in view of the objective indicated above that, based on a qualitative approach, the research conceives the State as a research category from which other peripheral categories arise such as institutions, administrative reforms and archives. In this context, the study contextualizes the Mozambican State as the subject from which the empirical field of research derives, seeking to understand the archival dimension of its institutions within the scope of institutional dynamics operated between the years 1994 to 2020. It describes the archives of the ministries under study, in order to understand it’s (re) configuration in the context of institutional changes, seeking to understand the modalities used for its management. The results of the research indicate that due to the lack of legal and technical-archival guidelines at the level of institutional and archival legislation, respectively, in the act of institutional changes the archival precepts recommended for the management of archives are not used, they are directed based on subjective understandings to employees. This scenario results in the institutional perception that archives are represented in other institutional categories, such as material, financial, human and other resources
