Abstract

The Constitution of the Republic of Mozambique imposes that the control of the legality of administrative acts and the supervision of public expenditure is the responsibility of the Administrative Court, through the granting or refusal of the Visa, a jurisdictional act that affects the overall effectiveness of the acts and other legally subject instruments prior inspection. The purpose of this work is to address the procedural process in the Administrative Court's Visa Subsection, which consists of monitoring the entire mechanism that the file is subject to, from its entry into the General Secretariat, its going to the Notary's Office and to the Visa Account , to the Judge Rapporteur, its verification by the General Secretary until its departure, and bring to light new solutions. This will be possible by designing an Information System for procedural processing in the Subsection of the Administrative Court Visa, with a view to improving control and rationalizing the administration of procedural processing. The Visa processes are, for the time being registered manually, process by process, of each letter, in the Door Book of the III Section, before proceeding with the affixing of the distribution stamp to the shift Judge, sorting and subsequent separation, a tedious activity and time consuming. Problems affecting the functioning of the institution were detected and it was concluded that, as a way to overcome these and other problems, with a view to modernizing the way processes are handled and increasing productivity in the Visa Subsection, in the professionally and technically accepted ways , the development of a new Information System is essential and of high contribution.
